Water Pollution Control Managers

8-Hour Water Pollution Control Manager Training Course Per Caltrans Specifications 13-1.01D(4)(b)

NEW JOB TITLES AND ROLES – Prior to 2020 Caltrans Water Pollution Control specifications, only a Qualified SWPPP Developer (QSD) could fill the role of a WPCM on a Caltrans SWPPP project. The new specification changes that and introduces two new players—the Alternate WPCM and Assistant WPCM.

Qualified SWPPP Practitioner and Developer

QSP (Qualified SWPPP Practitioner)

The Qualified SWPPP Practitioner is responsible for the implementation of the Storm Water Pollution Prevention Plan (SWPPP). This may include but is not limited to visual observations (for both non-stormwater and stormwater), soil sampling and analysis, preparation of REAP(Rain Event Action Plans) and fulfillment of complete and effective stormwater pollution prevention.

QSD (Qualified SWPPP Developer)

The Qualified SWPPP Designer develops the Stormwater Pollution Prevention Plan for a worksite. The Stormwater Pollution Prevention Plan (SWPPP) identified potential sources of stormwater pollution, describes methods that may be used to mitigate or prevent stormwater pollution and the procedures required by the operator to comply with to ensure effective stormwater pollution prevention. Some of the methods included in a SWPPP include erosion and sediment control practices, housekeeping, infiltration and conservation.
