8-Hour Water Pollution Control Manager Training Course Per Caltrans Specifications 13-1.01D(4)(b)

NEW JOB TITLES AND ROLES – Prior to 2020 Caltrans Water Pollution Control specifications, only a Qualified SWPPP Developer (QSD) could fill the role of a WPCM on a Caltrans SWPPP project. The new specification changes that and introduces two new players—the Alternate WPCM and Assistant WPCM.

Water Pollution Control Manager - WPCM

With the changes, now a Qualified SWPPP Practitioner (QSP) or QSD who has completed the 8-hour Caltrans WPCM Training and the 4-hour Title 22 Hazardous Waste Training can operate as a WPCM on a project.

Alternate WPCM

Anyone acting as a backup to the WPCM must meet the same credentials and training as a WPCM (QSP or QSD, 8-hour Caltrans WPCM Training and the 4-hour Title 22 Hazardous Waste Training).  Caltrans is requiring an Alternate Water Pollution Control Managers on each project who will also be required to take this course.

Assistant WPCM

This is a new role and position included in the revised specifications.  Anyone who is performing inspections, sampling, training, or oversight of BMP installations, maintenance, or repair must be an Assistant WPCM, which requires attending the 8- hour WPCM training.  Caltrans has clarified that this is not required for personnel who are performing the labor of installing silt fence, straw waddles, pounding stakes, spraying hydraulic mulch, or installing other BMPs; but only to those supervising their efforts.
